An official in Kursk distributed a military service advertisement featuring an image of a Ukrainian soldier. The mayor later reprimanded him and reported the incident on his Telegram channel on September 9.

Banners depicting a soldier in a Ukrainian uniform holding a child appeared in Kursk, promoting the signing of a contract to join the Russian Armed Forces. Images of the banners quickly spread through local Telegram channels.

Mayor Igor Kutsak stated that he had reprimanded Dmitry Kazimirik, the acting head of the Committee on Architecture and Urban Planning, for "blatant negligence in the creation and placement of the advertisement." This reprimand will be noted in the official's personal file, the mayor added.
